Why Aeparmia exists
Utility projects get complicated in the gaps. The design is sound, but the permit stalls. The route is clear, but existing utilities create conflicts. The attachment works in concept, but field conditions or pole loading tell a different story.
Aeparmia was built to close those gaps. We bring together field investigation, utility coordination, engineering design, permitting, and construction support under one integrated team giving our clients a responsive engineering partner throughout the project lifecycle.
Since 2017, we have partnered with municipal and investor-owned utilities, telecommunications providers, developers, engineering firms, contractors, and public agencies across Texas. Our streamlined processes and practical, field-driven approach help identify challenges early, improve coordination, and keep projects moving from planning through construction.

Engineer-led utility design, pole loading and make-ready engineering, subsurface utility engineering, duct banks, and fiber ISP/OSP designs.
Permitting & jurisdictional coordination
Permitting and agency coordination with municipalities, TxDOT, railroads, counties, and utility owners from application through approval.
Program administration
Application intake and technical review, applicant coordination and notifications, compliance tracking, workflow management, and reporting for utility-owner programs.
Field services & inspections

Mia Diya-Bernhard, P.E., PMP
President & CEO
Mia Diya-Bernhard, PE, PMP, is a licensed Professional Engineer (PE #111369) and certified Project Management Professional (PMP #1954922) with over two decades of experience in engineering design, utility infrastructure, and construction. She founded Aeparmia in 2017 and leads the firm’s work supporting utilities and infrastructure projects across Texas, with expertise in power, telecommunications, utility coordination, permitting, and program delivery.

Aeparmia combines our core engineering and project delivery team with trusted specialists to match the needs of each project. Our network includes licensed engineering support for specialized disciplines, RPLS-led Level A subsurface utility engineering, and field resources that can scale by project and market.
